>> COMMITTEE MEMBERS WILL NOW TURN TO SENATE FILE 215 AND SENATOR RUUD THIS IS YOUR EXPLORE MINNESOTA TOURISM APPROPRIATION BILL AND WELCOME TO YOUR COMMITTEE.

WILL TURN THE FLOOR TO YOU.

>> MR.

CHAIR AND MEMBERS THANK YOU THIS IS RATHER IMPOSING TO BE ON THIS SIDE OF THE CHAIR.

TODAY WE HAVE BEFORE US SENATE FILE 215 THE EXPLORER MINNESOTA TOURISM APPROPRIATION.

THERE IS NOT ALL WHOLE LOT OF POLICY IN THIS FORMER COMMISSION BUT I DID WANT TO BECAUSE WE HAVE TO EXPLORE MINNESOTA TOURISM COUNCIL MANY OF THE MEMBERS ARE HERE FOR A MEETING AND CONFERENCE WE THOUGHT IT WOULD BE GREAT FOR THEM TO HAVE THE ABILITY TO COME FORWARD AND TESTIFY ON THIS.

IT'S SOMETHING THAT'S NEAR AND DEAR TO MY HEART AND BEFORE YOU LEAVE YOU WILL SEE WE HAVE AND TO EXPLORE MINNESOTA OF CEREAL BOXES FOR YOU ON THE END OF THE COUNTER AND A HALF AN AMAZING AMOUNT OF TOURISM INFORMATION FOR YOU TO DIGEST.

I HAVE WITH ME THE MINNESOTA TOURISM GROWTH COUNCIL REPRESENTATIVE.

AND THEN WE HAVE REPRESENTATIVE FROM VISIT TO ST.

PAUL WELCOME PLEASE IDENTIFY YOURSELF FOR THE RECORD.

>> I WANT TO SHOW YOU HOW TO PUT THIS TOGETHER MR.

CHARREN MEMBERS I REPRESENT THE MINNESOTA TOURISM GROWTH COALITION.

WE WERE ESTABLISHED IN 2013 AS A GRASS-ROOTS EFFORT COMPRISED OF TOURISM ORGANIZATIONS AND BUSINESSES ACROSS THE STATE OF MINNESOTA.

COALITION WAS CREATED TO COORDINATE ACTIVITIES TO INCREASE THE MARKETING BUDGET OF EXPLORE MINNESOTA TOURISM THROUGH AN AWARENESS OF THE IMPORTANCE OF THE TOURISM INDUSTRY IN MINNESOTA.

RISEN IS THE FRONT DOOR TO ECONOMIC DEVELOPMENT IN OUR STATE, FOR EVERY $1 INVESTED IN TOURISM ESTIMATED $98 IN TRAVELERS SPENDING AND $9 IN STATE AND LOCAL TAXES IS GENERATED.

REP HAND OUT AT YOUR DESKS THAT HIGHLIGHTS SOME OF THE OTHER ECONOMIC IMPACT OF TOURISM I WILL TURN OVER TO TERRY MANSON WITH VISITS ST.

PAUL WAS A MEMBER OUR MINNESOTA TOURISM GROWTH COALITION AND LIKE SENATOR RUUD SAID WITH A LOT OF TOURISM FOLKS IN THE AUDITS OF ITS HOSPITALITY AND TOURISM DAY AT THE CAPITOL AND THEN STARTING TOMORROW IS EXPLORE MINNESOTA TOURISM ANNUAL CONFERENCE WHICH WILL HAVE HUNDREDS OF TOURISM FOLKS IN ST.

PAUL.

>> THANK YOU VERY MUCH MR.

CHAIR AND SENATOR RUUD, I'M TERRY METZEN PRESIDENT AND CEO OF VISITS A PALL ON THE SIMPLE RIVER CENTER.

TOURISM AND HOSPITALITY IS VERY IMPORTANT TO MINNESOTA AND THIS LEGISLATION IS VERY IMPORTANT TO THE TOURISM AND HOSPITALITY INDUSTRY.

TO CORPORATIONS LIKE A VIKING RIVER CRUISES OF DISNEY FOR EXAMPLE THEY DO VERY GOOD JOB OF MARKETING THEMSELVES SMALL BUSINESSES AND ALL FOUR CORNERS OF MINNESOTA SMALL-BUSINESS THREW OUT GREATER MINNESOTA AND HERE IN THE METRO AREA IS IN SO FORTUNATE WE REALLY NEED TO THE HP AND THE MARKETING AND SALES STRENGTH THAT COMES FROM EXPLORE MINNESOTA TOURISM.

OUR STATE TOURISM ORGANIZATION DOES A REMARKABLE JOB AND ITS VITAL IMPORTANCE THEY'RE FUNDED AT A COMPETITIVE LEVEL.

WE'RE VERY THANKFUL FOR THE INCREASES THAT COME IN RECENT YEARS BUT IT'S MORE IMPORTANT THAN EVER THAT THIS IS ADEQUATELY FUNDED EFFORT THAT WE CONTINUE TO RAISE THE BAR AND CONTINUE TO BE ASPIRATIONAL IN THE WAY WE APPROACH THIS IMPORTANT ECONOMIC DEVELOPMENT TOOL.

TOURISM IN THE STATE OF MINNESOTA IS ABOUT $14.

4 BILLION ANNUAL INDUSTRY THOSE OF SOME BIG NUMBERS TOURISM IN THE STATE SUPPORTS NEARLY 260,000 FULL OR PART-TIME JOBS A TOTAL OF 11% OF PRIVATE- SECTOR EMPLOYMENT ABOUT $5.

1 BILLION IN WAGES AND 17 PERCENT OF ALL STATE SALES TAXES TOURISM AND HOSPITALITY.

THE FACE OF OUR INDUSTRY IS VERY DIVERSE TOURISM AND RELATED TRAVEL SPENDING SUPPORTS A WIDE VARIETY OF MAIN STREET BUSINESSES AND INDIRECTLY SUPPORTS JOBS AND MANY OTHER INDUSTRIES AS WELL AS OPENING DOORS FOR OTHER ECONOMIC SECTORS.

MINNESOTA CONTINUES TO BE VASTLY OUTSPENT BY COMPETITORS IN THE EFFORT TO DRAW VISITORS ENTER DOLLARS FROM OTHER STATES, LOSING MARKET SHARE IN DRAWING A SMALL PART OF THE POOL OF TRAVELERS MINNESOTA LIMITS THE OPPORTUNITIES TO GROW REVENUE AND JOBS THAT TOURISM GENERATES.

THE MINNESOTA TOURISM GROWTH COALITION SUPPORTS SENATE FILE UP TO 15 WHICH PROVIDES AN INCREASE TO EXPLORE MINNESOTA TOURISM BASE BUDGET FOR MARKETING INCREASES FUNDING FOR TECHNOLOGY AND CONTINUES FUNDING FOR THE MAJOR EVENTS FUNDING PROGRAM THROUGHOUT THE STATE OF MINNESOTA ON WE'RE VERY THANKFUL TO SENATOR RUUD FOR SPONSORING THIS BILL AND FOR YOUR STRONG SUPPORT OF TOURISM WE LOOK FORWARD TO CONTINUING THE DISCUSSION THANK YOU.

>> SENATORS AND MR.

CHAIR THANK YOU FOR LISTENING TO US TODAY.

I'M MEGHAN CHRISTENSEN EXECUTIVE DIRECTOR OF THE VISIT GRAND RAPIDS I'M SPEAKING ON BEHALF OF GREATER MINNESOTA OF.

GREATER MINNESOTA ENCOMPASSES SMALL TO MEDIUM-SIZED DESTINATION MARKETING ORGANIZATIONS ALSO KNOWN AS CONVENTION AND VISITOR BUREAUS WE REPRESENT REVERSE MINNESOTA DESTINATIONS FROM 1000 GRANT LIKES TO PRAIRIE LAND AND EVERYTHING IN BETWEEN PRIMARILY RURAL WITH POPULATIONS AND SIZE OF A COUPLE THOUSAND TO TENS OF THOUSANDS.

MARKET AND PROMOTE TO YOUR VISITORS TO OUR SPECIFIC LOCATIONS WITHIN MINNESOTA OF.

RENVILLE BUDGETS RANGE FROM TENS OF THOUSANDS TO HUNDREDS OF THOUSANDS OF DOLLARS EXPLORE MINNESOTA TOURISM GRANTS AND CO- OPS ALLOW US TO STRETCH OUR MARKETING DOLLARS AND TAKE PART IN ADVERTISING OPPORTUNITIES THAT WE WOULD NOT HAVE BEEN ABLE TO OTHERWISE.

WE RELY ON EXPORT MINNESOTA TOURISM TO MARKET THE STATE IN ORDER FOR POTENTIAL VISITORS TO BE AWARE OF THE REVERSE TRAVEL OPPORTUNITIES WE HAVE IN OUR STATE.

I'LL SHARE WITH YOU MY PERSONAL EXPERIENCES FROM RUNNING A CONVENTION VISITOR BUREAU IN RURAL NORTHERN MINNESOTA OF.

IS IT GRAND RAPIDS IS LOCATED IN ITASCA COUNTY AND ITASCA COUNTY IS AN INCREASE IN TOURISM ECONOMY BY A $5 MILLION FROM THE YEARS 2013 THROUGH 2015 WHICH IS AN INCREASE OF 8.

5% ITASCA COUNTY EMPLOYS 1500 IN THEIR LEISURE AND HOSPITALITY INDUSTRY TOURISM IS ONE OF OUR MAIN AT THREE INDUSTRY SECTORS TACONITE TIMBER AND TOURISM.

IT IS A GRAND RAPIDS TAKES PART IN EXPLORE MINNESOTA TOURISM GRANT OPPORTUNITIES AND CO-OP MARKETING OPPORTUNITIES THESE CO-OPS HAVE ALLOWED US TO PROMOTE GRAND RAPIDS MINNESOTA AREA IN PUBLICATIONS THAT WE WOULD NOT BE POSSIBLE OTHERWISE.

THESE CO-OPS BRING DOWN THE COST OF ADVERTISEMENT AN AVERAGE OF 40 PERCENT SAVINGS AND TO EXPAND ON MINNESOTA DESTINATIONS THAT ALIGNED WITH SPECIFIC MARKETING IS A GRAND RAPIDS IS FOUND A GOOD RETURN ON INVESTMENT THROUGH THESE MARKETING OPPORTUNITIES SOME OF THEM INCLUDE MOTORCYCLING THE, ROAD RUNNER MAGAZINE AND TO EXPLORE MINNESOTA TOURISM MOTORCYCLE RESOURCE PAGES.

BASS FISHING I WAS SPORTSMEN'S AND EXPLORE MINNESOTA TOURISM AND THE MINNESOTA DNR FISHING RESOURCE PAGES FAMILY LEISURE TWIN CITIES.

COM THESE ARE JUST TO NAME A FEW.

THIS IS GRAND RAPIDS THIS YEAR WAS NOT ABLE TO TAKE ADVANTAGE OF THE EMPTY ADVANCE GRANT FUNDING TO THE SHORT TIME LINE WERE EXCITED FOR THE OPPORTUNITY TO APPLY IN FUTURE IF DOLLARS ARE MADE AVAILABLE AGAIN.

INCREASING THE EXPLORE MINNESOTA TOURISM BUDGET WILL CONTINUE TO EXPAND THE MARKETING CO-OPS AND GRANT OPPORTUNITIES BETTER ESSENTIAL FOR GREATER MINNESOTA DESTINATION MARKETING ORGANIZATIONS THANK YOU.

>> THANK YOU MR.

CHAIR AND SENATORS I'M THE PRESIDENT OF VISIT DULUTH AND I WOULD LIKE TO ENCOURAGE ALL OF YOU TO VISIT DULUTH THIS YEAR.

[LAUGHTER] TO ELABORATE ON THAT GRANTS PORTION THAT WE REFERENCED THE SPECIAL CENT GRANT BY THE PROGRAM WAS SIGNIFICANT AND WE WERE SO GRATEFUL TO SEE THOSE RESOURCES PROVIDED TO EXPLORE MINNESOTA BECAUSE IT OPEN THE DOOR TO MANY COMMUNITIES IN GREATER MINNESOTA WHO REALLY RELY ON THE SUPPORT OF THE STATE TOURISM OFFICE.

ONE EXAMPLE FOR US IN DULUTH WE HAD A GRANT AWARDED TO THE VERY FIRST CYCLE THROUGH THE UNIVERSITY MINNESOTA DULUTH TO BRING AN EVENT CALLED THE ICEBREAKER HOCKEY TOURNAMENT THROUGH OUR CAMPUS.

IT'S ESTIMATED ECONOMIC IMPACT IS TWO.

$9,000,000.

14000 ATTENDEES OVER THREE DAYS IS ENORMOUS AND SIGNIFICANT TO OUR ECONOMY.

IN ADDITION TO THAT WILL BE TURNED MEDIA COVERAGE ON REGIONAL AND NATIONAL TELEVISION THAT GOING TO BE TELEVISED TO AN ESTIMATED AT 600,000 VIEWERS.

BEYOND THAT IS THE TREMENDOUS EXPOSURE THAT IT BRINGS TO OUR COMMUNITY AND JUST A THREE DAY WINDOW AND WHEN YOU LOOK AT THE IMPACT THESE DOLLARS HAVE THROUGH ONE COMMITTEE WE KNOW THE POTENTIAL IS THERE IF THE FUNDING IS CONTINUED ON BECAUSE THIS PROGRAM IS GETTING LEGS THE SECOND ROUND OF GRANTS WILL GO OUT VERY SOON AND WE WENT FROM ONE APPLICATION AND ONE AWARD IN A FIRST-ROUND 26 APPLICANTS THIS TIME.

THESE ARE GRANTS THAT GO TO EVENT ORGANIZERS TO HELP DEFRAY THE ORGANIZATIONAL AND OPERATIONAL EXPENSES TO PUT ON THESE EVENTS THAT THEY MAY BE OTHERWISE DON'T HAVE THE RESOURCES TO DO ON THEIR OWN AND WE AS INDIVIDUAL DESTINATIONS AND CITIES DON'T ALWAYS HAVE THE RESOURCES AVAILABLE TO US SO IT IS A TRUE PARTNERSHIP AND WE'RE STRETCHING THESE DOLLARS AND BRINGING IT TO EVERY CORNER OF THE STATE SO WITH YOUR SUPPORT THE LAST TIME AROUND WE ARE SO THANKFUL FOR THAT AND WE WOULD LIKE TO CONTINUE BUILDING ON THAT MOMENT THAT IT'S CREATING THANK YOU.

>> HELLO I REPRESENT THE SOUTHERN MINNESOTA I'M FROM THE VERY SOUTHWEST CORNER OF THE STATE IN SLAYTON POPULATION OF 2200 PEOPLE I'M DEFINITELY IN A SMALL TOWN AREA THAT WE TAKE ADVANTAGE OF ANY COAL OPPORTUNITIES WE GET A CHANCE TO DO.

OUR COMMITTEE HAS IT ADVERTISEMENT BUDGET OF LESS THAN $5,000 AND WE ARE SOLELY BASED ON TOURISM ON LAKE ATTACK AND A LOT OF OTHER HISTORIC SITES IN SOUTHWEST MINNESOTA.

IF A CO-OP WITH SOME OF THE OPPORTUNITIES THAT EXPLORE MINNESOTA TOURISM GIVES US IS A HUGE BOOST TO THOSE IN GREATER MINNESOTA.

WE MAY HAVE BEEN ALSO REPRESENTING THE SOUTHERN MINNESOTA THE GOVERNOR'S COUNCIL REP.

FOR SOUTHERN MINNESOTA I WANNA GIVE A SHOUT OUT TO THE REST OF THE 36 COUNTIES ACROSS THE PART OF THE STATE WE A LOT OF LARGER DESTINATIONS SUCH AS ROCHESTER WITH THE MEDICAL DESTINATION AND MANKATO BUT MOST OF US BENEFIT FROM THOSE NONTRADITIONAL TOWARDS SOME OF THE SMALL FAMILIES THAT COME IN FOR QUICK WEEKEND TAKING ADVANTAGE OF OUR PART CENTRAL SYSTEMS CAMPING IS HUGE IN OUR AREA, ALL COME IN AND WE DO A LOT OF CAMPING SURVEYS ASKING HOW MUCH ECONOMIC IMPACT IT HAS OTHER COMMITTEES MANY OF THEM COME IN FOR THE WEEKEND THEY WILL CAMP THEY WILL SHOP FOR GROCERIES STORES AND GET THEIR GAS IN OUR COMMITTEES HEARD WHAT THE DINAR SMALL TOWN RESTAURANTS ON AVERAGE THEY'RE SPENDING ABOUT $500 IN A GIVEN WEEK AND AND THAT'S SO IMPORTANT TO OUR SMALL COMMUNITIES AND OUR SMALL BUSINESSES.

I WANT TO TELL YOU A STORY THAT IMPACTED US SPECIFICALLY FOR EXPLORE MINNESOTA TOURISM THEIR TRAVEL INTERMISSION CENTERS ACROSS THE STATE, THEY BRING THEIR STAFF EVER WANTED WHILE ON A TOUR OF THE DIFFERENT REGIONS AND A FEW YEARS AGO BECAME TO SOUTHWEST MINNESOTA.

AFTER THE MEETING FOR COMPLETE IT TOOK A TOUR AND WE SO CAN A BIG JUMP IN NUMBERS OF HOW MANY PEOPLE WERE COMING OFF OF I 90 HEADING NORTH AND GETTING OFF THE BEATEN TRAILS AND COMING TO VISIT OUR AREA WITH A SMALL PART THAT'S LOCATED IN CURRENT MINNESOTA ITS RAILROAD MUSEUM AND SEVERAL THE VISITORS SAID THEY HAD HEARD ABOUT US BECAUSE THEY STOPPED AT THE ADDRESS BAKK TRAVEL INFORMATION CENTER ON OUTSIDE OF THE WISCONSIN BORDER AND THE PERSON IN THE STAFF CENTER TOLD THEM TO GET OFF THE BEATEN PATH AND GO SEE SOME OF THE SMALLER COMMUNITIES.

THAT'S LATE TO GET A MAP OF ALL THE DIFFERENT SPOTS TO HIT ON THE WAY OUT TO MOUNT RUSHMORE AND WE SAW A HUGE IMPACT FOR THOSE PEOPLE COMING OUT TO VISIT AND THE EDUCATION THAT EXPLORE MINNESOTA TOURISM GIVES TO THEIR STAFF AS WELL AS ALL THE OTHER COMMITTEES IS REALLY A HUGE ECONOMIC INDICATING FACTOR FOR SMALL TOWNS.

AS ANOTHER SHOT UP TO SEVEN MINNESOTA OR NOT PROBABLY MOST WELL KNOWN AND NOT NOR THE MINISTER WILL KNOW ALL THE WOODS THE WIDOW OF THE BEAUTIFUL SOUTH SHORE BY LAKE PEPPIN AND WE CAN GO ROCK CLIMBING AND LUVERNE OFF OF BUFFALO RIDGE AND BEAUTIFUL ROCK CLIMBING OUT THERE WITH A MORE CLASSIC SAYS ONE OF THE BIGGEST PRIVATELY-OWNED COLLECTIONS IN THE ENTIRE UPPER MIDWEST LOCATED IN WORTHINGTON.

A LOT SMALL COMMUNITIES EVERY PARKS THAT YOU CAN VISIT AND WERE NOT TAKING ADVANTAGE OF THOSE THE MONEY THAT'S COMING INTO THOSE PARTS AS MUCH AS WE ARE TRYING TO GET THE IMPACT FOR SMALL BUSINESSES.

EVEN THOUGH WERE NOT WELL KNOWN WE DO CONTINUE TO NEED THE SUPPORT OF EXPLORE MINNESOTA AND CONTINUED MARKET OUR AREA WE ASK THAT THE GIVE SOME MORE EXTRA MONEY TO THE MARKETING OF EXPLORE MINNESOTA AS WELL AS THEIR TECHNOLOGY WE ALSO TAKE ADVANTAGE OF A NEW EXCITING OPPORTUNITIES BETTER OUT THERE AND THE NEW MILENNIALS THEY'RE USING TECHNOLOGY TO FIND THEIR TRIPS AND BE OUT THERE.

ANYTHING YOU CAN DO TO HELP CONTINUE TOURISM AND OUR STATE IS REALLY APPRECIATED THINK YOU.

>> HI I'M KAREN SINGER PRESIDENT OF THE LCCMR THE COMMUNITY OF MINNESOTA RESORTS.

HOUSE CANNOT AT CEDAR POINT RESORT AND CAMPGROUND WHICH IS IN NORTHERN MINNESOTA AND MARCEL HOPEFULLY SOME OF YOU HAVE BEEN THERE.

WE HAVE 13 CAVAN'S SOME CAMPSITE'S ETC.

SO YOU HAVE A BACKGROUND WHERE I'M COMING FROM THE SMALL RESORT I THINK TOURISM IS SO IMPORTANT TO MANY ASPECTS NOT JUST RESORTS TO ME A THINK TOURISM I THINK RESORT'S BUT TO HAVE ALL OF THE DESTINATIONS YOU HAVE THE PARKS YOU HAVE ALL THE EVENTS AND ALL THAT'S VERY IMPORTANT I THINK I DON'T NECESSARILY NEED TO SPEAK ABOUT ALL THE EVENTS BECAUSE THAT WAS VERY WELL REPRESENTED HERE AND THE FUNDING FOR THAT IS VITAL TO GET PEOPLE OUT THERE IN GETTING PEOPLE TO RESORTS IS NOT JUST IMPORTANT TO ME BUT IT'S ALSO IMPORTANT TO THE WHOLE INDUSTRY IN GENERAL IF INSTEAD A HOTEL BUT ALSO MAKE INSTEAD A BED-AND- BREAKFAST ELSE CAN STAY AT A RESORT TO THERE'S A NUMBER OF DIFFERENT OPTIONS THE ADVERTISING OPPORTUNITIES WE HAVE PASSED A SMALL BUSINESS ON OUR OWN IS VERY LIMITED OUR BUDGETS DON'T ALWAYS HAVE, AS IN THEM WHEN YOU TALK ABOUT SMALL BUSINESSES BUT WE DO TAKE ADVANTAGE OF THE FUNDS THAT EXPLORE MINNESOTA OFFERS FOR EXAMPLE THE C M R AND WERE ABLE TO GET OUR NAMES OUT THERE AND IT IS UNJUST FOR BUSINESSES BUT IT'S ALSO TO SHOW WHAT A FAMILY EXPERIENCES WE HEAR MILENNIALS AND WE HEAR EVERYONE'S ON THEIR COMPUTERS AND THAT'S TRUE AND I AM TO BUT I'M NOT A MILLENNIAL, JUST GETTING PEOPLE OUT IN NATURE WE NEED TO BE ABLE TO KEEP THAT UNIQUE EXPERIENCE OUT THERE BECAUSE THAT ISN'T EVERYWHERE IF YOU GO TO GREATER MINNESOTA OR ANYWHERE IN MINNESOTA AND GO TO RESORT TO GOING TO HAVE A UNIQUE EXPERIENCE WE AS INDIVIDUAL BUSINESSES ARE ABLE TO KEEP PEOPLE COMING WORD OF MOUTH IS GREAT ADVERTISING IT'S MY JOB TO GET PEOPLE TO COME BACK TO OUR RESORTS AS WELL AS OTHER RESORTS BUT EXPLORE MINNESOTA IS VITAL TO GET PEOPLE TO COME IN AND EXPERIENCE TO BEGIN WITH.

THE FUNDS ARE WELL USED IS USED FOR THE EVENTS BUT ALSO IS USED FOR THE SMALL MOM-AND-POP RESORTS AND TOURISM IN GENERAL.

I KNOW OUR ORGANIZATION TAKES ADVANTAGE OF SOME OF THE CO-OP ADVERTISING AS A GROUP AND IS VITAL TO KEEP THE SMALL BUSINESSES GOING SO WE APPRECIATE ALL THE SUPPORT AND HOPE IT WILL CONTINUE ON.

>> THANK YOU MR.

CHAIR AND MEMBERS.

THANK YOU FROM THE GREAT TESTIFIERS FROM ALL OVER THE STATE WILL STAND FOR QUESTIONS.

>> THANK YOU SENATOR RUUD I DO WANT TO TAKE THE OPPORTUNITY TO THANK ALL THE TESTIFIERS ON BEHALF OF THE COMMITTEE HE CERTAINLY I THINK MUCH AS THIS COMMITTEE HAS REPRESENTED FROM THE PRAIRIE TO THE NORTH WOODS TO THE METRO, YOU'VE DONE A GOOD JOB OF PROVIDING TESTIMONY TO COVER THOSE SAME AREAS.

THE ONE ITEM I WOULD LIKE TO ASK A QUESTION ABOUT IS REGARDING THE REVENUE FOR INFORMATION TECHNOLOGY IMPROVEMENTS.

I UNDERSTAND THERE ARE WHAT YOU'RE SAYING WHEN YOU TALK ABOUT MILENNIALS AND THEIR ELECTRONIC ATTACHMENT WHICH IS PROBABLY MORE SO THAN I THIS IS ONE LAST LEGS OF THE BABY BOOMERS CAN UTILIZE BUT COULD SOMEONE SHARE IN MORE DETAIL AS TO WHAT GOES ANY THE TESTIFIERS AS TO WHAT THOSE TECHNOLOGY IMPROVEMENTS MIGHT BE? AT LEAST IN A GENERAL SENSE? >> MR.

CHAIR IF WE CAN GIVE A TOURISM DISCUSSION WITH OUR ILLUSTRIOUS MR.

EDMAN >> WELCOME TO THE COMMITTEE PLEASE INTRODUCE YOURSELF FOR THE RECORD.

>> THANK YOU MR.

CHARREN MEMBERS I'M THE DIRECTOR OF EXPLORE MINNESOTA OF.

MR.

CHAIR IF I AND MR.

YOUR QUESTION WAS REGARDING THE NEED FOR TECHNOLOGY IMPROVEMENTS OUR WEB SITE IS NOT AN REALLY IMPROVED UPON TO FOR FOUR YEARS IT CONSTANTLY NEEDS TO PROVIDE CONTENT TO PROVIDE PERSONALIZATION MORE VIDEOS AND THE NEED FOR THAT IS TO REINVEST IN WAYS TO ENGAGE WITH CONSUMERS TO BETTER CONNECT THEM WITH BUSINESSES ALL THROUGHOUT THE STATE WE CAN'T SIT ON OUR LAURELS WE NEED TO CONTINUALLY HAVE CONTENT THAT'S COMPARABLE TO OUR COMPETITION AND WE NEED AN INVESTMENT IN TECHNOLOGY TO DO THAT.

THAT WAS THE REASON FOR THE REQUEST MR.

CHAIR.

>> THANK YOU VERY MUCH ANY OTHER QUESTIONS FROM THE COMMITTEE? VICTOR EICHORN.

>> THIS COULD BE AT QUESTION FOR YOU MR.

EDMAN, EARLIER FIRST THINK YOU AND IT'S FUN TO SEE SOMEONE FROM YOUR OWN DISTRICT ESPECIALLY WHEN YOUR GREATER MINNESOTA REP SENATOR IN MY CASE YOU'LL SEE THAT MANY PEOPLE FROM YOUR DISTRICT ONE THING WE TALKED ABOUT EARLIER IS WHAT OUR BUDGET IS IN COMPARED TO NEIGHBORING STATES AND OTHER STATES THROUGHOUT THE COUNTRY AND MY UNDERSTANDING IS WE SPENT A LOT LESS MONEY THE NEIGHBORING STATES AND THAT MIGHT BE IMPORTANT FOR THE COMMITTEE TO HEAR OR READ COMPARE TO OTHER STATES? >> CERTAINLY MR.

CHAIR AND SENATOR MINNESOTA RIGHT NOW IS ABOUT IN THE MIDDLE OF THE PACK THE LAST CHART I SAW WE WERE 22ND IN THE COUNTRY IN TERMS OF TOTAL BUDGET.

IN NEED TO COMPARE EVEN FURTHER TO WHERE WE ARE NEXT DOOR TO GREATER NEAREST COMPETITORS WERE SUBSTANTIALLY LOWER THAN MICHIGAN THAN ILLINOIS AND MISSOURI, LOWER THAN EVEN WISCONSIN S.

D.

ACTUALLY HAS A BUDGET SLIGHTLY THE LAST CHART ASSAULT SLIGHTLY BELOW US AT ABOUT $13.

9 MILLION ON AN ANNUAL BASIS HOWEVER THEIR FUNDING IS BASED ON A STATEWIDE LODGING TAX OTHER AUTOMATICALLY SCHEDULED FOR INCREASES WE NEED TO MAKE OUR CASE IN THE LEGISLATURE EVERY YEAR AND WE ARE GETTING THE RETURN ON INVESTMENT IN ORDER TO MAKE THE REQUEST FOR ADDITIONAL FUNDING.

>> JUST A COMMENT NOT A QUESTION, MR.

MADSEN MENTION OR NOT LIKE A DISNEY WORLD OR SOMETHING LIKE THAT RECONCILE THEMSELVES AND THAT IS THE TRUTH A LOT OF US HERE REALIZED WHAT WE HAVE BUT AS A LOT OF PEOPLE IN THE STATE BETTER NEWCOMERS WHO HAVE BEEN HERE FOR A LONG TIME THE DON'T REALIZE WHAT WE HAVE AND WE HAVE A PRETTY GOOD THING HERE IN MINNESOTA.

I'VE SEEN IT AND SPOKE ABOUT FROM THIS A DILUTE THEY STRETCH THE DOLLARS A LONG WAY AND THEY DO A LOT FOR A BOAT A LITTLE MONEY THEY GET AND IT IS A REALLY GOOD THINGS AND THAT'S EVIDENT IN THE THINGS THAT VISIT GRAND RAPIDS DOES I MET TO SUPPORT THIS AND THINK FOR THE TESTIMONY WE HAD TODAY THANK YOU.

>> PINKY SENATOR SENATOR TORRES RAY.

>>.

[INAUDIBLE].

[INAUDIBLE] I'M WONDERING IF THERE WOULD BE SOMEONE IN THE AUDIENCE WHO COULD TALK WAS ABOUT THE BIG PICTURE OF WHERE THE $10 MILLION FITS INTO THE LARGER BUDGET RIGHT NOW HOW MUCH MONEY I'M NOT VERY I DON'T REMEMBER WHAT IS THE TOTAL BUDGET OF THE ORGANIZATION THE AGENCY AND THERE IS IT'S SUCH A GREAT OPPORTUNITY FOR ROSS IN MY DISTRICT PEOPLE HAVE BEEN DISMAYED WEST THE CONVERSATION ABOUT THE DIVIDE BETWEEN RURAL AND URBAN AND A LOT OF PEOPLE ARE TALKING ABOUT SPENDING MORE TIME IN ROME MINNESOTA TALKING TO FAMILIES ABOUT HOW TO CONNECT WITH BUSINESSES SO IT'S AN INTERESTING TIME FOR US TO PROPOSE THAT AND I WONDER HOW THE FUNDING COULD BE UTILIZED TO PROVIDE BUT THE CONSENSUS WHAT COULD WE DO TO ADVERTISE MORE IN AN URBAN CORE WHERE PEOPLE REALLY WANT TO GO AND SPEND THEIR MONEY THERE AND ATTRACT FAMILIES DO WE KNOW WHAT KIND OF FAMILIES ARE COMING WHAT INTEREST TO VISIT OTHER AREAS I'M INTERESTED AND THE PRACTICAL ELEMENTS ABOUT HOW MUCH IS THE FUNDING, TO WE NEED AND WHAT'S BEING DONE WITH THE MONEY RIGHT NOW IN TERMS OF BRINGING FROM AREA TO AREA WITHIN MINNESOTAN? >> MR.

CHAIR AND SENATOR BUDGET NOW IS $14 MILLION ROUGHLY.

TO THE PREVIOUS QUESTION THAT PUTS US ABOUT 21ST IN THE COUNTRY.

THE ADDITIONAL DOLLARS BETTER BEING DISCUSSED HERE ARE DOLLARS THAT WOULD BE PUT INTO THE MARKETPLACE IT WOULDN'T BE UTILIZED FOR ADMINISTRATION OR OLDER HAD ITS TO REACH CONSUMERS BOTH IN OUR CORE MARKETS AS WELL AS OUR EXPANSION MARKETS AND EVEN BEYOND.

OUR CORE MARKETS PRIMARILY CONSIST OF MINNESOTA AND THE SURROUNDING STATES, THOSE TRAVELERS ARE VERY IMPORTANT TO MINNESOTA WE ALSO NEED TO STRENGTHEN OUR PENETRATION WITHIN THE MARKETS TO REACH MORE PEOPLE WITHIN THE METRO AREA AS WELL AS THE KEY DEMOGRAPHICS AROUND THE FIVE STATE AREA OF.

WE ALSO ARE REACHING OUT FARTHER INTO PLACES LIKE CHICAGO AND KANSAS CITY AND DENVER WHETHER IT IS A LOT OF COMPETITION AND WERE TRYING TO MAKE SOME AWARENESS BECAUSE WE WANT TO ACHIEVE AND REACH THE $20 BILLION INDUSTRY WERE AT ABOUT $14 BILLION RIGHT NOW AS AN INDUSTRY BUT WE WANT TO BECOME A $20 BILLION INDUSTRY BY THE YEAR 2020 FOR US TO DO THAT WE NEED TO EXPAND OUR PENETRATION AND AWARENESS IN REACHING OUT CONSUMERS NOT JUST THOSE THAT ARE RIGHT HERE ANALYST AT BETTER BEING TARGETED BY A LOT OF OTHER COMPETITION BY THE MICHIGANS AND SOUTH DAKOTA BUT TO REACH NEW CONSUMERS.

WE ALSO WANT TO MAKE MINNESOTA BIT MORE OF A GLOBAL DESTINATION AS WELL WE HAVE TREMENDOUS OPPORTUNITIES HERE IN THE AIRPORT AT MINNEAPOLIS ST.

PAUL INTERCONNECTIONS OF FLIGHTS DROP THE WORLD AND IF WE DO WANT TO TAKE ADVANTAGE OF THOSE OPPORTUNITIES WITH PEOPLE CONNECTING INTO MINNEAPOLIS ST.

PAUL DE WILL STOP HERE AND THE DOLLARS WILL ALLOW US TO PROVIDE A DEEPER REACH BEYOND JUST DOMESTICALLY BUT INTERNATIONALLY AS WELL.

>> THANK YOU.

>> A FOLLOW-UP MR.

CHAIR, TO GIVE ME AN EXAMPLE WHEN YOU SAY WE WANT TO DO THE TARGETING WE WANT TO GO GLOBALLY HOW DO YOU DO THAT HOW YOU USE THESE DOLLARS COULD YOU GIVE ME AN EXAMPLE OUTSIDE OF A OF A TV AD WHAT DO YOU DO TO ATTRACT PEOPLE FROM ALL OVER THE WORLD? >> MR.

CHAIR, FIRST BEYOND AND HIS TELEVISION BROADCAST TELEVISION IS STILL IMPORTANT ELEMENT OF OUR ADVERTISING BUT IT STILL ACTUALLY LESS THAN HALF OF OUR COAL RESOURCES WE HAVE TO USE A LOT MORE WE USE ABOUT 60 PERCENT OF OUR BUDGET IN TERMS OF DIGITAL MARKETING REACHING CONSUMERS IN DIGITAL WAYS THE WAY WE DON'T TARGET CONSUMERS IS NOT A BROAD MESSAGE WHEN WE WANT TO TARGET FISHING TO PEOPLE WHO ARE INTERESTED IN FISHING TO GET PEOPLE INTERESTED IN SEEING PEOPLE IS LISTED IN CULINARY TOUR IS WE TRY TO REACH CONSUMERS WHERE THOSE CONSUMERS HAPPEN TO BE CONSUMING MEDIA A LOT OF THAT IS DIGITAL A LOT OF IT IS SOCIAL AND WERE TALKING GLOBAL MARKETING WE DON'T HAVE THE RESOURCES TO DO CONSUMER MARKETING GLOBALLY BUT WE WORK WITH MEDIA AND TOUR OPERATORS TO THE MEDIA TO COME HERE AND TO WRITE POSITIVE STORIES ABOUT MINNESOTA FOR THEIR PUBLICATIONS FOR THE CONSUMERS FOR THEIR TOUR OPERATORS AS WELL AS GETTING TOUR OPERATORS HERE TO EXPERIENCE FIRSTHAND THE PRODUCT AND PUT THE PRODUCT IN THEIR CATALOGS THAN THEY CAN SELL DIRECTLY TO CONSUMERS.

>> THANK YOU.

>> AND SENATOR TORRES RAY FOR BRINGING FOLKS IN MORE AWARENESS THIS TIME ABOUT THE SOCIAL MEDIA WERE KIND OF TARGETING THE MILLENNIUMS IT'S CALLED CASH CAN ONLY MINNESOTA WE A WHOLE GROUP OF PEOPLE WHEN THE GO TO A FUN EVENT OF THEIR DOING SOMETHING THEY TAKE A PHOTO AND THEY PUT INFORMATION AND AND HAS TAGALONG IN MINNESOTA AND IT REACHES A REALLY BROAD AUDIENCE AND I KNOW YOUR OFFICE DID A LOT OF TIME THREE TWEETING NET AND IT GIVES AN AWARENESS OF LITTLE THINGS THAT ARE GOING ON IN MINNESOTA THAT PEOPLE CAN TAKE ADVANTAGE OF A MEETING GO TO THAT EVEN IF IT DIDN'T KNOW THERE WAS STILL SHOWING IN THIS COMMITTEE OR TRAIL HERE IT'S KIND OF LOW-BUDGET BUT IT'S REALLY SUCCESSFUL BECAUSE IT HITS THE DIGITAL MARKET AND THOSE FOLKS AND EXPLORE MINNESOTA TOURISM HAS BEEN VERY INVOLVED AND ENGAGED IN THAT KIND OF INFORMATIONAL TECHNOLOGY THE OTHER THING I WOULD LIKE TO TALK TO ABOUT IS THE THIRD PORTION OF THE BILL LAST YEAR WE STARTED AS A PILOT PROGRAM IT WAS THE GRANT PROCESS IS BEEN VERY SUCCESSFUL SOMETIMES OUR SMALL COMMUNITIES WOULD LIKE TO BID ON AN EVENT TO BRING MANAGEMENT TO THEIR COMMUNITY BUT NOT QUITE SURE HOW THE BID PROCESS WORKS TO THE HEAVEN OF HOTEL ROOMS DO THEY HAVE ENOUGH TRANSPORTATION? THIS PIECE ALLOWS THEM THE ABILITY TO USE EXPORT MINNESOTA AND TO BRING AN EVENT TO GET THE BID AND BRING THAT INTO THEIR COMMITTEE AS DULUTH DEAD WITH THEIR EVENT AND THAT'S BEEN A REALLY SUCCESSFUL PEACE AND WE'RE EXCITED WE CAN COME BACK TO YOU AND SAY THAT WAS SUCCESSFUL WE WANTED TO IT SOME MORE.

>> SENATOR CWODZINSKI.

>> THANK YOU MR.

CHAIR I JUST WANTED TO THANK THE PRESENTERS FOR YOUR ENTHUSIASM AND EXUBERANCE FOR WONDERFUL STATE OF GREAT JOBS WE GET TO GO PROMOTE US ON THE $1 INVESTMENT AND GETTING $9 BACK IS WONDERFUL.

MY QUESTION IS DO YOU KNOW EXACTLY WHERE THE ORGANIZATION IS THAT TRIES TO GET HOLLYWOOD FILMS DON'T WE SOME HOW AS A STATE HAVE SOME ORGANIZATION OR GROUP THAT'S THEIR PUNCHEON TO TRY TO GET HOLLYWOOD TO COME HERE? >> YES WE DO THIS NO DATE THAT'S THE FILM BOARD AND WORK VERY HARD IN BRINGING THAT HERE YOU WILL SEE SOME BILLS COMING FORTH FOR SOME TAX INCENTIVES TO BRING THOSE EVENTS HERE.

>> THANK YOU ANY OTHER QUESTIONS? SENATOR SENJEM.

>> THANK YOU MR.

CHAIR, SENATOR RUUD OR TO THE WITNESS ON EXPLORING LINES 111 THROUGH 116 AND IT LOOKS LIKE WE OVER A COUPLE OF BIENNIUM USE $750,000 TO ASSIST IN THE FUNDING OF SECURING MAJOR EVENTS IS THAT SAW IS THE ASSISTANCE FUNDING IS THAT IS BY DOWN OF LOCAL COSTS ASSOCIATED WITH AN EVENT COMING TO A CERTAIN CITY WHATEVER IT MIGHT BE? >> SENATOR SENJEM THIS IS TO HELP NOT BUY DOWN THE COST BUT THEY MAY NEED TECHNICAL ASSISTANCE ON HOW TO BID THE LARGER EVENT COMING IN AND IT'S A BIG PROCESS TO BUT EVERYTHING TOGETHER TO GET A BIT YOUR TELL ROOMS YOUR TRANSPORTATION, IT'S A BIG UNDERTAKING TO BRING A BIG EVENT TO YOUR COMMITTEE SO THIS HELPS THEM ORGANIZE AND HELPS THEM TO BET ON THAT.

>> MR.

CHAIR, THEN ON LINES 1.

12 AND 1.

13 I'M NOT SEEING THE DISTINGUISH RING BETWEEN IN STATE MONEY AND OUT STATE MONEY FOR INSTANCE IF THE LEGAL MINNESOTA CITIES MAJOR FOR ROCHESTER TO COME TO ROCHESTER THAT'S LIKE MAJOR WERE SPENDING MINNESOTA MONEY.

WHEREAS THE INTERNATIONAL SOCIETY OF UROLOGY COMES TO ROCHESTER THAT'S A GOOD OUT STATE MONEY THAT'S ADDED REVENUE TO OUR STATE AND SO ON.

IS THE BILL MEANT TO BOTH SPENT OR IDENTIFYING EVALUATING IMPACTS ON THE LOWER THREE LINES ISN'T MEANT TO EVALUATE IN STATE MONEY AS WELL AS OUT STATE MONEY SO TO SPEAK? >> MR.

CHAIR AND SENATOR SENJEM WITH THE MINNESOTA GROWTH COALITION THE FIRST ROUND OF FUNDING WAS APPROVED LAST YEAR AND A SUPPLEMENTAL BUDGET BILL EXPLORE MINNESOTA TOURISM AND THE TOURISM COUNCIL DEVELOP A SET OF GRANT GUIDELINES FOR THAT TO GO TO THE PROGRAM OF THE PURPOSE OF THE PROGRAM WAS TO PROVIDE ASSISTANCE TO ATTRACT EVENTS THAT ARE NOT CURRENTLY HAPPENING IN MINNESOTA OUT.

FOR INSTANCE THERE'S A LUMBERJACK AND LUMBER JILL COMPETITION THAT'S BEEN HAPPENING IN OTHER STATES TRYING TO PUT TOGETHER A BID PACKAGE TO BRING BACK TO COMMITTEE IN MINNESOTA A SMALL COMMUNITY OFTENTIMES JUST A BIT ON THAT TYPE OF EVENT IS THE $20,000 BID TO SEE AND THROUGH THIS PROGRAM THERE COULD BE TAKEN APPLY IT AND PUT TOGETHER A LOT OF FINANCIALS OF WHAT THEY THINK THE LODGING WILL BE FOR THAT EVENT THE ECONOMIC IMPACT WHAT THE COSTS ARE SOMETIMES LEFT TO SAY AGREE TO PUT UP TV TOWERS THAT A LOCAL COMMUNITY CAN'T ALWAYS DO ON THEIR OWN WITHOUT EXTRA ASSISTANCE.

THIS GRANT PROGRAM THE COMMITTEE HAS TO ASSEMBLE SOME OF THEIR OWN FUNDING EITHER THROUGH PRIVATE BUSINESSES AND CHAMBERS THE CONVENTION AND VISITOR BUREAUS AND APPLY FOR GRANTS THROUGH THE EMPTY THROUGH THE FUND IT'S MEANT TO BRING THE EVENTS THAT ARE CURRENTLY HAPPENING IT'S NOT MEANT TO MOVE AN EVENT FROM ROCHESTER TO BEMIDJI OR FROM BEMIDJI TO DULUTH OR MINNEAPOLIS TO ST.

PAUL IT'S MEANT TO BRING IN THINGS THAT CURRENTLY HAVE AN HAPPEN HERE AND THAT TYPE OF PROGRAM.

LAST YEAR WHEN THE FUNDS WERE APPROVED IN THE 2016 SESSION IT WAS A SHORT TIME WHEN A BECAUSE WE WERE NEARING WE READ THE SECOND YEAR OF BIENNIUM AND A LOT COMMITTEES STARTED GETTING THEIR IDEAS TOGETHER AND AS A LOT OF COMMITTEES AND A LOT OF IDEAS THAT DID NOT GET FUNDED IN THAT FIRST CYCLE SO WE PUT IN THE REQUEST TO CONTINUE THAT FUNDING AND TRY TO GET MORE OF THESE EVENTS AND MORE COMMITTEES ABLE TO PARTICIPATE IN THE PROGRAM.

>> I ABSOLUTELY AGREE WITH YOU, BUT THEN AND WHEN YOU READ THE BILL I DON'T SEE THAT DISTINGUISHING LANGUAGE IN THAT WAY I THINK IF I WERE THE LAWYER READING THIS BILL LOOKS LIKE I HAVE A MONITOR OF BOTH THE SPENDING OF IN STATE MONEY AS WELL AS THE MONEY THAT WOULD BE BROUGHT IN FROM OUT STAYED.

I DON'T THINK THE LANGUAGE IS THERE THAT'S ALL I'M SAYING.

>> MR.

CHAIR AND SENATOR SENJEM AFTER LAST SESSION ENDED IN A FIRST-ROUND WAS APPROVED THERE'S ALL SECTION MR.

EDMAN CAN TALK ABOUT THIS TO ALL THE GRANT GUIDELINES WERE DEVELOPED AND WORK THROUGH THE EMPTY AS WELL AS A DEED TO MAKE SURE THE GRANT GUIDELINES ARE VERY THOROUGH AND VERY SPECIFIC I KNOW IF YOU WOULD ADD TO THAT? THE LANGUAGE IS NOT AS SPECIFIC AS ACTUAL GRANT GUIDELINES.

>> MR.

CHAIR AND SENATOR I WOULD ADD A CENTURY AGO TO EXPLORE MINNESOTA.

COM PER INDUSTRY PORTION OF THE SITE THE GUIDELINES THERE ARE WRITTEN AND IT DOES SPECIFY AN EVENT THAT COULD NOT BEEN IN MINNESOTA WITHIN THE LAST THREE YEARS SO REFLECTS THE INTENTION TO BRING IN NEW EVENTS FOR MINNESOTA VS.

JUST MOVING EVENTS AROUND FROM THE COMMUNITY TO COMMUNITY IT IS ALSO COMPETITIVE BIDDING PROCESS BY WHICH THE COMMITTEES HAVE TO MAKE THE BEDS THERE'S A INDEPENDENT GROUP THAT EVALUATES THEM TO SEE IF FOLLOW THOSE GUIDELINES AND THE AWARDS ARE MADE TO MEET THOSE CRITERIA.

>> MR.

CHAIR, I WANNA SOUND LIKE PERSISTING ON THIS TOO LONG I WAS TAUGHT THAT IF THE LANGUAGE IS A LANGUAGE IF IT'S NOT IN THE LANGUAGE IT DOESN'T COUNT AS A REFERENCE TO ANY GUIDELINES OF THE AGENCY WITHIN THE BILL.

WE COULD LEAVE IT BUT TO ME THE BILL SAYS YOU CAN'T EVERYTHING AND DOESN'T EXCLUDE IN STATE VERSUS OUT STATE OF STOP THERE.

>> THANK YOU MR.

CHAIR SURVEY THAT'S AN ITEM THE AUTHOR AND MEMBERS HERE: THE TEST FIRES COULD WORK ON IF YOU SO CHOOSE OF SOME POINT.

ARE THERE ANY OTHER QUESTIONS ANY FURTHER COMMENTS? SEEING NONE AT THIS POINT SENATOR RUUD RENEWS HER MOTION CINEPHILE 215 BE RECOMMENDED TO PASS AND BE REFERRED TO THE COMMITTEE ON ENVIRONMENT AND NATURAL RESOURCES FINANCE.

FURTHER DISCUSSION? HEARING NONE ALL THOSE IN FAVOR SAY AYE THOSE OPPOSED SINSYNE THE MOTION CARRIED.

WITH FAT IS THERE ANYTHING ELSE MADAM CHAIR YOU WISH TO ANNOUNCE? >> MR.

CHAIR AND MEMBERS WE HAVE TWO VERY IMPORTANT BILLS COMING UP ON WEDNESDAY, I WOULD APPRECIATE EVERYONE BEING HERE ON TIME AND WILL TAKE SOME TESTIMONY IN THEIR THANK YOU VERY MUCH.
